send a message to these users and see if they reply? Some big
projects ask some questions just to be sure if the users are real
users.

I think leaving that to locale coordinators is safe. They can see how
new members behave and act accordingly.
Also, many members can be dormant for months and one day shoot a
complete translation, or considerable amounts of contribution. You
never know.
I'm really curious about “…big projects asking some questions…” as I
never had any such case myself.
